Nothing prevents it from being used more generally to store any direct-link images from the web, keeping them in one dedicated place instead of the Apple Photos library. The refresh feature is most useful for images that update regularly, such as webcam snapshots. Static images will be stored as well, even if refreshing them serves no practical purpose.
The app supports iCloud sync, so your saved and downloaded image links stay in sync across devices.
